The revised IRR Implementing Rules and Regulations of the Anti-Distracted Driving Act RA 10913 will be released on Tuesday June 13, 2017.
In a report published by Manila Bulletin, Land Transportation Office (LTO) Chief Edgar Galvante announced Friday that his office will publish by June 13 the new IRR of Republic Act 10913 (ADDA) which was suspended by Congress two weeks ago over confusion in its enforcement.
Under the revised IRR, a notable change is that cellphones and other navigational devices may now be placed on dashboard as long as it does not exceed the four-inch limit set and agreed by the LTO officials, concerned agencies and other stakeholders. The placement of Dashcam has also been finalized and must be placed behind the rearview mirror.
Making and receiving phone calls while driving is allowed provided that hands-free function is activated, either by earphones or speakers. Sending and or reading SMS is also prohibited while driving. The use of mobile phones on motorcycles, also remain prohibited.
As for other prohibitions such as placing a rosary, figures on dashboard etc, let’s wait for the full copy of the IRR on Tuesday, LTO will publish the revised IRR on June 13, 2017 and implementation may resume 15 days later which is on June 28.
